Job Title: Senior Technical Advisor for Food Security and Resilience

Job Summary:
CRS seeks a highly motivated and original thinker to serve as Senior Technical Advisor for Food Security and Resilience. This individual will advance food security and resilience programming in accordance with the CRS Agriculture and Livelihoods' Theory of Change and Pathway to Prosperity. The STA will ensure technical excellence through contributions to program design and implementation, training and tools development, publications and support to strategic initiatives. This position will also support learning and standardization across regions and the incorporation of innovations into proposal design. Experience with resilience programming and a solid understanding of donor trends, recent studies and successful approaches is important. The incumbent will bring his or her expertise primarily to CRS' global portfolio of Title II development of food security programs. Candidates should have experience with the Office of Food for Peace, as well as an understanding of the US Global Food Security Strategy and the role and goals of the Bureau of Food Security.

Specific Responsibilities:

  • Provide technical leadership to the development of agency Title II food security proposals

  • Provide strategic leadership in the areas of food security and resilience, including:

    o Leading agency thinking around the application of FFP and the Agriculture & Livelihoods Theories of Change to Title II programs,

    o Improving consistency of CRS Title II programming globally,

    o Enhancing CRS visibility with respect to resilience programming, metrics and results

  • Represent CRS in key food security and resilience partnerships

  • Liaise with CRS Business Development Teams to ensure seamless and comprehensive support to Country Programs

  • Enhance collaboration with the Humanitarian Response Department (HRD)

  • Identify training needs and develop tools and guidelines to improve consistency and efficiency in Title II program design and implementation

    Key Working Relationships:

    Internal: The position will report to the Senior Policy Advisor, Food Security and Climate Change. The STA will work closely with country and regional offices, other technical staff in the Program Impact and Quality Assurance team, including climate change, value chain and monitoring and evaluation staff. The STA will also collaborate closely with business development and donor engagement staff.

    External: This position will represent CRS at food security and resilience workshops and events, including the Technical and Operational Performance Support (TOPS) and Food Aid Consultative Group (FACG) meetings, and connect frequently with peer organizations. The STA will also represent the agency to donors, including USAID and USDA.



    1. PhD or Master's degree in the field of agriculture or food security.

    2. Minimum 8-10 years relevant field experience designing, implementing and supporting food security programming, including 5-7 years in a developing country.

    3. Demonstrated success in proposal development; strong writing and analytical skills.

    4. Experience with Food for Peace Title II development programs, strong understanding of USAID trends, food security goals and regulations; experience with USDA a plus

    5. Knowledge and experience with agriculture, experience with emergency food security programming desirable, including FFP's EFSP programs.

    6. Strong representation skills and demonstrated interpersonal relations skills.

    7. Excellent oral and written communication skills.

    8. Fluency in English required; working ability in French preferred.

    9. Willingness and ability to travel overseas 35% of time.
