Position Title: Technical Advisor -- Youth

Dept./Location: Program Impact and Quality Assurance (PIQA)/Baltimore

FLSA: Exempt

Reports To: Director of Equity, Inclusion and Peacebuilding (EQUIP)

 

Job Summary:

 

This position will focus on the development of CRS youth programming, especially for vulnerable, marginalized youth. The Technical Advisor (TA) will work with and support the Youth Senior Technical Advisor (STA) in integrating positive youth development approaches into CRS' signature and other program areas at the country, regional and global levels. The Youth TA will also identify and pursue synergies within EQUIP's areas of programming, specifically with Gender and Protection, as part of an overall effort to advance the Justice & Peacebuilding Integration core competency.

 

Job Responsibilities:

 

Technical Support for Business Development

* Participate in the design and/or review of technical approaches in proposal development for youth growth opportunities.

* Collect and catalogue past performance and organizational capacity data in youth programming for use in future proposal development efforts.

Provide technical inputs for positive youth development components in concept notes and proposals.

Technical Leadership in Program/Project Development and Implementation

* Participate in and support Youth STA in building a CRS community of practice in CRS around positive youth development to increase CRS focus on and commitment to youth.

* Support the development of a shared understanding in the agency on how to integrate youth into all stages of the project development cycle.

 

Capacity Strengthening

* Help build capacity of CRS and partner staff on using positive youth development approaches in assessments, strategic planning processes and technical approaches for major proposals.

* Assist with the development of curricula for training in positive youth development approaches.

* Coach regional and country program youth technical staff and focal people as needed.

 

Strategy Implementation

* Help integrate positive youth development into strategic investment priorities of the agency's three Signature Program Areas (SPA) -- Health and Social Services, Agriculture/Livelihoods, and Emergency Response and Recovery.

* Work closely with EQUIP colleagues to integrate youth into Governance, Peacebuilding and especially Gender and Protection.

 

Knowledge Management

* Document innovative approaches used by CRS, partners and the broader non-governmental organization and donor communities for mainstreaming positive youth development.

* Keep abreast of emerging issues in positive youth development approaches.

 

Resource Acquisition and External Engagement

* Contribute to preparing documents for discussions with peer and donor organizations;

* Actively promote CRS capabilities and interests within project consortia activities.

* Assist with the design and production of marketing materials for dissemination to donors, peers and other key stakeholders.

 

Key Working Relationships:

 

Internal: PIQA technical staff in all sectors, Regional Technical Advisors, Heads of Program and Operations, IDEA business development and donor engagement teams, Chiefs of Party, public donor liaisons and business development and foundations/corporations staff.

External: Other PVOs, InterAction, donors such as USAID, DFID, World Bank, UN agencies, Universities and other INGOs.

Qualifications:

 

* Minimum 5 years' experience in youth development, at least one year of which should be overseas.

* Minimum Master's degree in social work, education, economics, sociology, anthropology, political science or related fields.

* Familiarity with current research, technical frameworks, and on-the-ground implementation approaches in the youth development field.

* Experience working with local partners and participatory methods for youth integration.

* High level of proficiency with Microsoft Office and other software (SharePoint).

* Experience with program monitoring including development of indicators, data collection tools and methodologies, data analysis, and data presentation.

 

Personal/Professional Knowledge, Skills and Abilities:

* Strong familiarity with technical principles, theories, and concepts in youth integration.

* Proven ability to utilize the Internet to research, communicate and participate in knowledge-sharing networks.

* Strong leadership, teamwork, interpersonal and negotiating skills.

* Excellent written and oral communication skills.

* Training/adult education and facilitation skills.

* Proven ability to work effectively as part of a multidisciplinary/multicultural team.

* Ability to assess complex programs and situations rapidly and form accurate opinions.

* Proven ability to work independently with local partners.

* Excellent organizational and planning skills; self-motivated and able to work under pressure.

 

Physical Requirements/Environment:

Normal conditions akin to office environment; based in Baltimore at CRS Headquarters; willingness and ability to travel up to 25% of the time

 

Foreign Language Required:

Fluency in English (FSI S/R 5). Professional proficiency in French, Spanish or Arabic (FSI S/R 3).

 

Major Responsibilities of Position:

Multi-faceted technical support, mentoring and capacity building; project design support, monitoring, evaluation and learning; assistance with proposal writing.
